The 902D Contracting Squadron, Randolph AFB, TX, is seeking person(s) to operate a Non-Appropriated Fund (NAF) Barber Shop concession inside the Enlisted Club on Randolph Air Force Base, in accordance with the attached Statement of Work. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number RANDF220800041 is issued as a Request for Quotation (RFQ). This requirement is unrestricted. The associated North American Industry Classification System code (NAICS) is 812111 with a size standard of $7,000,000.00. This combined synopsis/solicitation is NOT to be construed as a commitment by the United States Air Force. The Government is NOT liable for any costs and/or activity associated with providing a response to this announcement. Any costs incurred as a result of a response to this announcement shall be borne by the firm and will not be charged to the government for reimbursement.

2. The Clauses, General and Special Provisions, Articles (Concessionaire Contract ),Wage Determination, Statement of Work, and Price Schedule applicable to this RFQ and the resultant contract are attached. 3. Description: This requirement is to operate a Barber Shop concession for a base period to begin on or about 1 October 2010 through 30 September 2011 with four (4) possible extension/option years. There is space enough inside the shop for two barbers. All barbers must possess a valid state barber's license. Experience is highly desirable; provide a resume of qualifications if applicable. Additionally, provide at least one (1) but not more than three (3) job-related references to include phone numbers and points of contact with the quote.

4. The Concessionaire will pay the NAFI a predetermined monthly fee (minimum $760.00) to be entered on the attached Price Schedule. The greatest fee amount proposed, in conjunction with an evaluation of qualifications/references will determine the awardee of subject concession.

5. Interested parties capable of meeting this requirement MUST submit a written quote to include their company or individual name, complete address and phone number, tax identification number (TIN), and DUNS and CAGE code if applicable. Oral quotes will not be accepted. All responses that meet the criteria contained within will be considered.
