This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number AG-32SC-S-17-0042 is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-93-1. The associated NAICS code is 311119 (Agriculture Supplies, Other Animal Food Manufacturing), with a small business size standard of 500 employees.

This acquisition is for animal feed, per the attached 'Statement of Work - BARC Animal Feed', and 'BARC Animal Feed Description, Price Quote'. These documents fully describe the requirement, including the specific 34 items that will be the subject of the contract. The Government anticipates award of an Indefinite Quantity (IDQ) Contract consisting of a base year, along with two (2) one-year options.  The 'BARC Animal Feed Description, Price Quote' should be used by vendors as a fill-in document to provide pricing for each item for the proposed base year, and two subsequent option years.

Offerors responding to this announcement shall submit their proposal in accordance with FAR 52.212-1. Submission of proposal shall include the following: (1) Technical Specifications/Product Description and (2) Price (to include shipping), utilizing the 'BARC Animal Feed Price Quote' to itemize its proposal for all 34 items for the base year and each option year.

The basis for award is lowest price technically acceptable (LPTA). "LPTA" means the expected outcome of the acquisition that results from selection of the technically acceptable proposal with the lowest evaluated price. Pursuant to FAR 52.212-2, the criteria for evaluation are: (1) Technical Specifications/Product Description, (2) Price (to include shipping). Vendor must also have satisfactory Past Performance record.

INSPECTON AND ACCEPTANCE TERMS: Supplies will be inspected by Contracting Officer Representative (COR) and accepted at destination.

NO EXCEPTIONS. A DUNS (Dun and Bradstreet) number is required in order to register. All invoices shall be submitted electronically.

Questions regarding this combined synopsis/solicitation are due no later than 10:00 AM CST on Friday, June 30, 2017. Answers to any questions received timely will be posted as an amendment to this combined synopsis/solicitation. Proposals must be received no later than 10:00 AM CST on Wednesday, July 5, 2017.
