BARNES CANYON TRAILHEAD CONSTRUCTION - BLM NEVADA The Bureau of Land Management (BLM), Nevada State Office has a requirement for construction of the Barnes Canyon Trailhead project, on lands managed by the BLM Caliente Field Office. The project consists of supplying and constructing/installing the following: approximately 2,890 square yards of gravel-surfaced trailhead parking area, a manufactured concrete pit toilet, signage, metal picnic shelters, Site amenities (picnic tables, grills, fire rings), Concrete flatwork, Erosion and sedimentation controls, Riprap, Cattle guards, Gates, Perimeter wire fencing, and other Work as indicated in the contract documents that will be included in the Solicitation when it is released. The project is located in Lincoln County, Nevada. Construction Wage Rate Requirements are applicable to this project and the appropriate DBA Wage Decision(s) will be included in the solicitation. The BLM will issue a Total Small Business Set-Aside competitive solicitation on/about October 18, 2019. The BLM anticipates issuing a single firm fixed price award from this solicitation. The competitive solicitation, 140L3920R0001, will be in accordance with Federal Acquisition Regulation (FAR) Part 19.5, Set-Asides for Small Business. The NAICS code for this acquisition is 237990, Other Heavy and Civil Engineering Construction and the size standard is $39.5M (per the SBA's Table of Small Business Size Standards). In accordance with FAR 36.204 the Disclosure of the Magnitude of this construction project is between $250,000.00 and $500,000.00. A Request for Proposal (RFP) solicitation package will be available electronically on or about Friday October 18, 2019 at www.fedconnect.net and www.fbo.gov. Proposals will be due no later than Thursday November 21, 2019. Potential offerors are responsible for monitoring www.fedconnect.net and www.fbo.gov for the release of the solicitation package, for any other pertinent information, and for downloading a complete copy of the solicitation package. The government will not provide paper copies of the solicitation. To be eligible for contract award, offerors must be registered, and currently active, and complete the online Representations and Certification in the System for Award Management (SAM) data base via website: http://www.sam.gov. A site visit will be held on Wednesday October 30, 2019. Full details regarding the site visit and point of contact to RSVP will be included in the solicitation package. Award will be based on Best Value to the Government in accordance with Federal Acquisition Regulations (FAR). The Government reserves the right to award a contract to other than the low offeror(s). This notice does not obligate the government to award a contract nor does it obligate the government to pay for any proposal preparation costs.
