There have been a few questions asked on this solicitation and the questions along with the responses are listed below. There is also a revised purchase description, 12M-204A-PR, Revision 1 dated 14 December 2011 that has been posted along with an Instructions to Offerors. The due date for proposals has also been extended to 22 December 2011, 4 PM EST.
Question: It appears that there is a possible semantics conflict. The opportunity and associated PD calls for barometer. By definition, a barometer measures atmospheric pressures. The PD states that the proposed solution measure from 0.5 psia to 16 psia. 0.5 psia is well below the minimum barometric pressure that is found anywhere on earth. Typically in barometric applications, the minimum pressure is about 11 psia. Is the requirement really to measure pressures as low as 0.5 psia?
Response: Most of the time, these gauges will be used to measure barometric pressure. However, I stated I wanted a range down to 0.5psia because they will also be
used below atmospheric pressure.
Question: Section 2.2 of the PD indicates a measurement uncertainty specification that does not include any time dependency. Most uncertainty statement of which I am aware do include a time dependency. Is it correct that the measurement uncertainty for this requirement should not include any time dependency (long term or short term stability)? This statement also makes reference to temperature compensation. Is the temperature compensation range assume to be equal to order wider than the 73 +/- 6 degrees F operating range specification defined in section 3.4?
Response: Time Dependency: It should hold this
accuracy for at least a year.
Temp Compensation: Yes it should be able to hold its accuracy with this
temp range.
