The Naval Air Systems Command intends to issue a Cost Plus Fixed Fee order under an existing Basic Ordering Agreement (N00019-10-G-0006) to Raytheon Company, Fullerton, California, for a trade study to provide technical information in support of future JPALS Increment 1 system integration efforts. The trade study is intended to evaluate options for modifications to the Increment 1 ship system to provide a system that would accommodate future requirements for installation on Zumwalt-class (DDG-1000) destroyers and other Navy air capable combatants, as well as for installations ashore to support initial JPALS Increment 1B aircraft. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2), in that Raytheon is the sole responsible source, and no other type of supplies or services will satisfy the requirement.
