The Naval Air Systems Command intends to issue a modification to the Joint Precision Approach and Landing System (JPALS) Increment 1A System Development and Demonstration Contract (N00019-08-C-0034) with Raytheon Company, Fullerton, California, to broaden the scope of the initial algorithm verification and validation phase to include analysis prior to Integration Testing (IT) using data collected in both airborne and shipboard (CVN and LH) operational environments using production representative sensors. JPALS Contract N00019-08-C-0034 was competitively awarded to Raytheon Company, Fullerton, CA in July 2008. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2), in that Raytheon is the sole responsible source, and no other type of supplies or services will satisfy the requirement.
