SPAWAR LANT Charleston intends to award a sole-source contract in accordancewith FAR 6.302-5(6) under the Veterans Benefits Act to Atlas Executive Consulting, LLC, 3711 Colonel Vanderhorst Circle, Mt. Pleasant, 29466-8034 to provide services requiring intimate knowledge of the details and execution of BRAC 2005 Law, and how that execution affects TEAM SPAWAR. Specific services to be procured include performing specialized program/project management support in areas such as development and implementation of execution plans in accordance with BRAC 2005 recommendations #181 and #149; the formation of Space and Naval Warfare System Center Atlantic and Space and Naval Warfare System Center Pacific; strategic planning and analysis for accomplishing TEAM SPAWAR milestones pertaining to the financial management program and the personnel management and transition support (human resources) program, and other related subject matter taskings for SPAWARs execution of BRAC recommendation #181 and #149. Additionally, provide specialized program/project management tasking in organization and integration of various business initiatives such as Total Resource Alignment (TRA) involving TEAM SPAWAR. The range of services to be provided requires expertise, knowledge, and ability to support complex, interdependent tasks that also encompass administrative services to further facilitate these efforts. Individuals employed by Atlas Executive Consulting, LLC have the corporate knowledge, the experience, and the in-depth expertise necessary to accomplish complex, interdependent tasks needed by TEAM SPAWAR to accomplish this mission. A performance based, indefinite delivery, indefinite quantity, fixed price type contract is anticipated. The total estimated value is $3M. The FSC Code is R408.
