The Naval Sea Systems Command (NAVSEA) intends to issue a Basic Ordering Agreement (BOA) on a sole source basis to Lockheed Martin Mission Systems and Training (LM MST), 199 Borton Landing Road, Moorestown, NJ, 08057, to support Aegis Weapon System (AWS) production program requirements for the United States Navy, the Missile Defense Agency (MDA) and Foreign Military Sales customers. Orders may be placed under the BOA for a range of AWS requirements, including production of AWS MK 7 elements; evaluation, implementation and proofing of equipment changes; engineering services and repairs (including modifications/alterations to AEGIS legacy equipment and AWS element overhauls and refurbishments); Diminishing Manufacturing Sources (DMS) assessments and life-of-type procurement of parts and assemblies to support DMS case resolution; maintenance associated with ancillary Aegis equipment; studies, analyses, evaluation and testing, training, and preparation and/or updates to documentation (drawings, manuals, and instructions) related to the AWS MK 7; installation and checkout (INCO) spares for depot support; repair parts, accessories, and tools; and replenishment of spares and repair parts.


Due to the complexity of the AWS, a contractor must have intimate knowledge of all system requirements, weapon specifications, equipment design and interfaces, in order to produce, field and test production units and ancillary equipment. Lockheed Martin MST has been the prime contractor for MMSP and BMD 4.0.1 development efforts as well as the prime contractor for AWS production. LM MST is the only existing source that has the specific production engineering background, extensive integration and test facilities, prior AWS MK 7 experience, and in-depth technical expertise to produce the equipment and provide the efforts that will be procured under the contemplated BOA. Accordingly, the requirements described in this notice will be procured from LM MST under the authority of 10 U.S.C. 2304(c)(1). This announcement is published for informational purposes only. Notice: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
