AFLCMC/HNAK intends to award a sole source contract to Northrop Grumman Mission Systems (NGMS) to procure, integrate and test one (1) Battlefield Airborne Communications Node (BACN) Payload into one Global Hawk Block 30i V1 platform.  This effort includes the installation of the BACN A-Kit (antennas, radomes, cabling, provisions, and installation peripherals) and B-Kit (the removable BACN payload components).  Continued 24/7 operation of the BACN network in theater is driving the need for an additional EQ-4B.  There is a separate contract action to maintain and operate these payloads in the current theater of operations supporting BACN missions.

The Government does not have manufacturing drawings and does not currently have all the Data Rights for the BACN payload.

A Sources Sought for the integration and installation of BACN payload on a 5th EQ-4B Block 30i was published on FedBizOps.org, IAW 10 U.S.C. 2304(c)(1), from 21 Feb 2019 through 26 Feb 2019.  There was only one response submitted by NGMS.

No other communications will be entertained.  This is not a Request for Proposal (RFP) or Invitation for Bid (IFB); The Air Force does not intend to award a contract on the basis of this notice or to otherwise pay for the information solicited. Although "proposal" and "offeror" are used in this Presolicitation, your responses will be treated as information only. It shall not be used as a proposal.  We anticipate a sole source procurement IAW 10 U.S.C. 2304. A Justification and Approval for this action will be published after award.
