AFLCMC/HNAK intends to award a sole source contract for procurement of spares for operations and support of the Battlefield Airborne Communications Node (BACN) system payloads.  The BACN Payload Operations and Sustainment system provides equipment and services for up to eight BACN payload ground systems.  These ground systems support four deployed E-11A aircraft, and four deployed EQ-4B aircraft, and are used for payload control during aircraft pre-flight, launch and in-flight operations. Rapid expansion of BACN ground stations requires a replenishment of spare parts and payload control components for sustainment operations at multiple undeveloped US Military facilities overseas.

The contract includes other ancillary equipment required for payload operations, to include working with cryptographic equipment. Interested parties may submit unclassified responses to this notice by email to Maj Richard Spencer at [email protected] and Capt Rachel Redfearn at [email protected].

No other communications will be entertained. This is not a Request for Proposal (RFP) or Invitation for Bid (IFB); The Air Force does not intend to award a contract on the basis of this notice or to otherwise pay for the information solicited. Responses will be treated as information only. It shall not be used as a proposal.  An AFLCMC Ombudsman has been appointed to facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution. In addition, AFFARS 5352.201-9101, Ombudsman, will be included in this acquisition's solicitation and contract.
