The National Institute of Health, Clinical Center (CC) intends to award a Fixed Price purchase order to Manage, Inc. (Small) Seattle, WA 98121 on a sole source basis to procure all inclusive services to replace the current Blood Bank Computer Application Processing System (BBCAPS) with an upgraded disaster recovery system located at the National Institutes of Health's Clinical Center, Department of Transfusion Medicine (DTM).
Manage, Inc is the proprietor of the current electronic record system that is in compliance with FDA and AABB regulation. The system manages entire blood collection and processing functions for the Clinical Center, and not procuring it from Manage, Inc would cause the existing infrastructure of the system to be compromised. All inclusive services include the following:
-Travel
-Labor
-Updated Hardware
-Updated Software
-Professional Services

This acquisition is being conducted using policies unique to the acquisition of commercial items prescribed in FAR Part 12 in conjunction with the policies and procedures for the competition requirements in FAR Part 6. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
