This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested.
The National Institutes of Health (NIH), Clinical Center, Office of Purchasing and Contracts, acting on behalf of the Department of Transfusion Medicine (DTM), plans to award a sole-source fixed-price contract for a twelve-month base year to Manage Incorporated, located at 600 Stewart Street, Suite 400, Seattle, Washington 988101. This contract is intended to renew the existing maintenance and support services for the Blood Bank Control System (BBCS) Server, which supports the NIH Blood Bank within the Clinical Center’s Department of Transfusion Medicine. The performance period for this contract will run from March 13, 2025, to March 12, 2026.
The NIH Blood Bank is operated by the NIH Clinical Center's Department of Transfusion Medicine (CC/DTM). It is responsible for collecting blood and blood components for transfusion to NIH patients, as well as for laboratory use by NIH researchers. The NIH Blood Bank is licensed by the Food and Drug Administration (FDA) and accredited by the American Association of Blood Banks (AABB) as both a blood donor center and a transfusion service. BBCS version 7.0 is a comprehensive software application designed to manage various aspects of blood bank operations. It supports personnel in donor recruitment, blood collection services, inventory control, donor testing, shipping/receiving transfusion services, reference laboratory activities, and quality assurance.
Manage Incorporated is the exclusive provider of the required software support services. As the sole service provider for their proprietary software, they have the specialized expertise and knowledge necessary to effectively maintain and support the BBCS Server.
This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements.
Interested parties may identify their interest and submit capability statements in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
