The Broadcasting Board of Governors (BBG) is an independent Federal entity that is responsible for U.S.-funded non-military international broadcasting. BBG oversees, through an umbrella organization called the International Broadcasting Bureau (IBB), the Voice of America (VOA), and Radio and TV Marti (referred to collectively as the Office of Cuba Broadcasting (OCB)). VOA is headquartered in Washington, DC. OCB is located in Miami, FL.
The upcoming BBG International Audience Research Program (IARP) Request for Proposal (RFP) will seek potential contractors to provide analytics of BBG's international audience in order to support BBG's mission. It is estimated that the annual total amount of Task Orders to be issued under the planned IDIQ Contract will fall within the $5M - $10M price range.
BBG intends to award one or more Performance-Based IDIQ contract(s) under which it will issue Firm-Fixed-Price (FFP) Task Orders. In a Performance-Based IDIQ contract, the Government specifies requirements in terms of performance objectives, and the Contractor(s) proposes 'how to' best satisfy those objectives. FFP Task Orders involving field research, other significant direct costs or subcontracts will be issued.
One or more IDIQ Contracts will be awarded based upon a combination of BBG's evaluation of technical and price proposals that represent best value to the Government. After awards are made, Individual Task Orders will be competed and issued on a FFP basis. Price proposals (submitted for each Task Order) will be required to include the FFP for tasks and possibly detailed labor rates, overhead, general and administrative, percentage fee and all loads applied to both labor and other direct costs.
It is anticipated that each contract will have a one year base ordering period with four (4) one-year option ordering periods.
This is a pre-solicitation notice. The final IARP RFP is currently estimated to be posted in March.
BBG will not consider corporate qualifications, capability statements, marketing material or
any other proposal elements from interested parties at this time.
