Notice of intent to award sole source procurement under the Simplified Acquisition Procedures (FAR 13) and Other Than Full and Open Competition (FAR 6.302-1): This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 333312, Optical Instrument and Lens Manufacturing with a size standard of 500 employees. In accordance with FAR 6.302-1, the Government intends to negotiate a sole source contract with Newlight Photonics Inc., 264 Westmoreland Avenue, Toronto ON M6H 3A5 for two customized optically-contacted (no air gaps between pieces) crystal stacks made from Barium Borate (BBO) and Bismuth Borate (BiBO) for use as a quantum computing component. The Government believes Newlight Photonics Inc. is the only source that will satisfy the agency requirements. The Government is contracting for these crystals with Newlight Photonics Inc because they are the only known source. A Sole Source Justification is attached to this notice. This notice of intent is not a request for competitive quotes; however, any firm that believes that it can provide the requirement above may give written notification to the Contracting Office. Responses to this notice must be submitted by the date/time listed on the notice. Interested sources may identify their interest and capability to respond to the requirement. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 20 July 2012. Response to this synopsis is not required.
