This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NHLBI-PB-(HL)-2010-050-DDC and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-38 (12/10/2009). The North American Industry Classification (NAICS) Code is 334516 and the business size standard is 500. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. However, this solicitation is not set aside for small business. It is the intent of the National Institutes of Health (NIH) National Heart, Lung and Blood Institute to procure the following products from BD Bioscience 2350 Qume Drive, San Jose, CA 95131-1807. 1. Training: The purchase price will include two (2) training provisions for period of five (5) days of operator training at a BD Bioscience Training Center. Training must take place within one (1) year from date of installation. 9. Lodging: Includes breakfast at the hotel, lunch at BD, and a group dinner, provided by BD. 10. The price is to include a twelve-month warranty beginning upon installation or thirty days after the date of shipment, whichever occurs first. The selling price of the two instruments is based on the TRADE-IN of Qiagen BioRobot 8000 Gene Expression and Beckman-Coulter FC500. The sole source determination is based on the fact the National Institute of Health (NIH) serves as the nation’s premier research hospital for conducting clinical research to improve the health of the people living in this nation and around the world. It also serves as a national resource for clinical research by developing diagnostic and therapeutic interventions; enhancing systems to ensure the safe, efficient, and ethical conduct of clinical research; training clinical researchers; and leading the clinical research response to the nation’s emerging public health requirements. The Hematology Branch, within the National Heart, Lung, and Blood Institute (NHLBI) of NIH, is dedicated to perform advance clinical research. The research will enable better understanding of hematological diseases such as aplastic anima, CLL among others. The research results will help determine best curative for the patients who are suffering without any treatment. The resultant research will enable the movement of treatment to apply to patients. This bench to bed sided approach is one of the goals which will be enabled through advance technologies in the laboratory. The NHLBI Flow cytometery core facilities is in need of another flow cytometer due to increased workload and long wait times for the current flow cytometer instruments. The instrument selected by the NHLBI flow cytometry core facility will both meet the existing demand for more flow cytometers, but will also offer increased capabilities for the researchers. The purpose of the acquisition of the BD Fortessa flow cytometer is it performs over 17 colors simultaneously, and compatible with the Government’s existing optical configuration of current instruments. This will enable clinical research samples to be analyzed on any of the instruments in the Hematology flow cytometry clinical research laboratory.
