This notice is being publicized in accordance with Federal Acquisition Regulation (FAR) 5.101 requiring Contracting Officers to disseminate information for proposed contract actions expected to exceed $25,000. The Drug Enforcement Administration has a requirement for a quantity of 400 BD/DVD/CD 1 - 4 Duplictors. The duplicators proposed must meet the following requirements:
- This duplicator is a ‘tower’ capable of simultaneously creating up to four (4x) duplicate copies of the master BD/DVD/CD, USB (Ver 2.0 to higher), SD/MCC, MS/Pro, CF I/II, or xD/SM input.
- This duplicator must be standalone with no host PC necessary. However, the unit must have a combination USB2.0/Firewire port for connectivity to a PC, whereby a designated write drive(s) can be slaved by the PC.
- The duplicator must be one button operational with a LCD Touch Screen Menu for operational options. The LCD displays a ‘percentage complete’ indicator; and displays the detection and status of Target BD/DVD/CDs, Master BD/DVD/CD, drives installed, USB (Ver 2.0 to higher), SD/MCC, MS/Pro, CF I/II, or xD/SM input.
- The duplicator can be setup in ‘Auto Format Detection’ mode, shall be able to ‘Auto Adjust’ to different/varying media burn speeds, is able to support Packet, TAO, DAO/SAO, and RAW-SAO/DAO writing formats, and has ‘Copy’, ‘Test’, ‘Verify’, ‘Copy & Verify’, and ‘Erase’ functions.
- The duplicator must be capable of supporting ‘one master drive-to-four write drive’ duplicating. In this mode, the master BD/DVD/CD would be placed in a single tray and one, two, three, or four blank BD/DVD/CDs placed in the remaining drives for duplication.
- The duplicator must achieve BD data capacities of 25 GB single-layer disc and 50GB dual-layer disc, 100GB quad-layer.
- The duplicator must achieve DVD data capacities of 4.7GB single-layer disc and 8.5GB dual-layer disc, and what is applicable to quad-layer.
- The duplicator write drives must minimally meet the following write speeds:

- 8x writing speed for BD-R DL
- 2x writing speed for BD-RE
- 16x writing speed for DVD-R

- The duplicator read drive must minimally support a BD-ROM ,BD-R, BD-R DL, BD-RE, BD-RE DL,BD-XL at speeds of 8x P-CAV (36MB/sec).
- The duplicator read drive must minimally support DVD-R, DVD-R dual layer, and DVD-RW read speeds of 12x CAV (16.62 MB/sec), 8x CAV (11.08 MB/sec), and 8x CAV (11.08 MB/sec).
- A complete manual must accompany each duplicator.
- The duplicator must support all tested Audio/Video digital encoded (codec) formats.
- Each duplicator must come with a minimum of a 1 year warranty.
