The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to Beckman Coulter, Inc., 250 S. Kraemer Blvd., Brea, CA 92821-6232, for the the Upgrade of current Beckman Coulter Biomek NXp robot and controller to perform DNA Extraction and Quantification/Normalization for downstream Whole Genome Sequencing. Beckman Coulter is the only company that can provide this upgrade service to the original, existing NXp robot currently in service; any other company working on this robot annuls warranty/service contract. The upgrade includes 1) The tools and upgrades needed for DNA extraction; 2) Upgrade and integration of plate reader to automate quantification of DNA/RNA; 3) Software needed for ‘Normalization Superstep' to automatically normalize the DNA/RNA after the read; 4) System controller upgrade from Windows XP to Windows 7; 5) Orbital Shaker; 6) Magnet plate for extraction and 7) Service Insallation of these items. In summary, this upgrade provides the necessary tools and software to run DNA extractions and quantification/normalization for downstream whole genome sequencing. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals.

This notice of intent is not a request for competitive quotations; however, all quotations/responses received within seven (7) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
