The Center for Disease Control and Prevention (CDC), the Division of Emergency and Environmental Health Services (DEEHS) intend to award a sole source contract to the Alliance for Biking and Walking, P.O. Box 65150, Washington, DC 20035. The authority for this sole source is FAR 6.302-1. The work involved with this project is for the contractor to complete a benchmarking report on bicycling, walking and linkages to health in the 50 states and the 50 largest cities in the U.S. and to help develop a surveillance system for health community design indicators. The specific objectives of program is to promote benchmarking efforts on environmental linkages to health and to compare data that helps illuminate connections between bicycling and walking and health community design indicators.
The Alliance for Biking and Walking is the only responsible source capable of meeting all of the Government's requirements because they have the unique experience and national grass roots infrastructure to complete the two-phased project in 48 months so that the next reports can be released in January 2012 and 2014. They are the only source that has the both the capacity and years of specific experience in conducting this type of work to be able to complete the work in the required timeframe. Additionally, the Alliance for Biking and Walking has developed numerous techniques to sustain and continually improve their ability to successfully complete this program.
As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to The Alliance for Biking and Walking. However, firms that believe they can provide these services are encouraged to identify themselves and give written notice to the Contract Specialist prior to the response date found in this synopsis. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
