The League of America Bicyclists represents bicyclists in the movement to create safer roads, stronger communities, and bicycle-friendly America. Through information, advocacy, and promotion, they work to celebrate and preserve the freedom cycling brings to members everywhere. The League of America Bicyclists will produce the 2018 Bicycling and Walking Benchmarking Report using data from secondary sources (existing databases) and use city and state information collected from all 50 states and at least 18 of the largest cities identified in the Bicycling and Walking in the United States 2016 Benchmarking Report to develop the 2018 benchmarking report and produce downloadable files of the data from the report. They will ensure established scientific standards for dissemination and publication are met and that appropriate content is compatible with the Institute of Transportation Engineers (ITE) transportation design requirements prior to publishing the final report. The League of America Bicyclists will also collect and summarize feedback information on the report. The League of America Bicyclists is the single source needed for this project as they have existing database information that will be used to prepare the final Benchmarking Report.
As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to The League of America Bicyclists. However, responsible sources that believe they can meet these requirements are encouraged to identify themselves and give written notice by providing a capability statement to the Contracting Specialist by March 14, 2017. The Contracting Specialist will not respond to verbal request. All requests must be in writing.
A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Specialist. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
