The Federal Bureau of Investigation (FBI) intends to award a firm-fixed price contract on a one time, sole source basis to:  Berla Corporation, 565 Maynadier Lane, Crownsville, MD 21032 for the purpose of providing three iVe Toolkits. Berla Corporation is the creator and sole provider of the iVe Toolkit. The iVe Vehicle Forensic Software is the first commercial product that offers the ability to automate the extraction of user data from in-vehicle systems. This is a certified vehicle forensic tool. This requirement will ensure that Forensic Examiners are trained in the use of this software and specialized components needed to conduct forensic work on the technology packages being installed on today’s vehicles.

The FBI intends to negotiate with only one source under the authority of FAR 6.302-1.
