Based upon market research, this solicitation is issued in accordance with FAR 13.5 - Simplified Procedures for Certain Commercial Items. This acquisition is for a binocular commercial item. The National Stock Number (NSN) is 6650-01-224-2555. The estimated Annual Demand Quantity (ADQ) is 1,986 each. Pricing is required for four (4) quantity ranges as future delivery orders will be for indefinite quantities. Deliveries will be to various DLA Stock locations in 33 days from date of orders.

This acquisition is for supplies for which the Government does not possess complete, unrestrictive technical data. Specs, plans or drawings are not available. Therefore, the Government intends to solicit and contract with only approved sources under the authority of 10 U.S.C. 2304 (c ) (1).

This requisition is being issued under the First Destination Transportation (FDT) program. FOB Origin is required. Inspection/Acceptance is at Destination.

This will be solicited as an unrestricted acquisition utilizing other than full and open competition. The solicitation will be available at https://www.dibbs.bsm.dla.mil/rfp/default.aspx on or about its estimated issue date of March 30, 2018. Due to system constraints, it may take as long as three business days from the stated issue date for the solicitation to post to DIBBS.

While price may be a significant factor in the evaluation of quotes, the final award decision will be based upon a combination of price, past performance, and delivery as described in the solicitation.

All offers shall be in the English language and in U.S. dollars. All interested suppliers may submit a quote.
