NOTICE OF INTENT TO ISSUE AN ORDER/CONTRACT .This is not a request for competitive proposals. The Centers for Disease Control and Prevention (CDC), National Center for Occupational Safety and Health (NIOSH), hereby announces its intent to issue a sole source contract to the University of Cincinnati, 2600 Clifton Ave, Cincinnati, OH for the development of Biomarker Detection Devices (Lab-on-a-chip Devices and Portable Analyzer) for Performing Immunoassay.

The statutory authority for this sole source acquisition is 10 U.S.C. 2304(c)(1) in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirement.

This project is supported by a Justification and Approval for Other than Full and Open Competition (JOFOC).

The NAICS code for this acquisition is 541690, Other Scientific and Technical Consulting Services, with a size standard of $15 million. The period of performance for this requirement is a base year and three option years.

The University of Cincinnati is the only organization with the requisite experience and expertise for the Biomarker Detection Devices (Lab-on-a-chip Devices and Portable Analyzer) for Performing Immunoassay.

A determination by the Government not to compete this proposed action will be based on responses to this notice and is solely in the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

All vendors must be registered in the System for Award Management (SAM) at www.sam.gov, prior to an award of a federal contract.

This is not a request for competitive quotations/proposals; however, the Government will review any/all product, capabilities, written descriptions/details, and pricing information submitted prior to the closure of this notice. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

Responsible sources that believe they possess the expertise and capabilities identified above are hereby afforded the opportunity to submit to the Contracting Officer within 15 days from the posting date of this notice, their written capabilities statement and pricing information in the format they choose, not to exceed 10 pages.
