In our mission to provide real-time instruction and learning environments to students all over the world, it is necessary to have software that can accommodate students and instructors using all currently available platforms. The software must allow real-time communication, visual, audio and textual, between students and instructor, and between individual students, to simulate in an online environment the experience of an actual face-to-face classroom situation. This software must be continually updated to respond to the rapidly changing requirements of online education. At the same time, it must be usable by all instructors and students, regardless of their level of technical expertise or physical abilities. The University has determined that this purchase is only economically available from this source because the procurement is software license, upgrade or maintenance.
