Under the authority of FAR 6.302-1, the Naval War College, Contracting Division, intends to award a sole source Firm-Fixed price contract to The Council on Foreign Relations, Inc. Under the authority of USC 2304©(1) pursuant to FAR 6.302-1(a)(1) the products or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency. A determination not to compete this proposed contract is based on market research and is solely within the discretion of the government.

This contract will be a Firm-Fixed price contract for blanket copyright permissions for a period of one year, 01 October 2012 to 30 September 2013, for articles from Foreign Affairs Magazine, through The Council on Foreign Relations, Inc. New York, NY.

This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVIALABLE. The request for Quotation (RFq) number is N00124-14-T-0005.
