This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

PERIOD OF PERFORMANCE: 08/20/2023-03/28/2024

Seeding of approximately 1196 acres.

This is an RFQ for seeding services in accordance with Attachment 1- SOW BLM CO CRVFO AERIAL SEEDING FY23 and the Contract Line Items below.

Basic Contracting Requirements:
1. Active Registration: www.sam.gov/SAM
2. Compliance with Section 889 clauses.
3. Invoicing and Payment: www.ipp.gov - 30 day prompt pay after delivery. We can accept and pay interim invoices.
4. FAR Part 12 - Commercial Items Provisions and Clauses
5. FAR Part 13 - Simplified Acquisition Procedures
6. Small Business Set-Aside for NAICS 115112 -Soil Preparation, Planting and Cultivating- Size Standard: $9.50
7. Quotes will be evaluated on a lowest price, technically acceptable (LPTA) basis. The following factors shall be used to evaluate offers:

Factor 1: Technical Capability
Factor 2: Past Performance
Factor 3: Price

Factor 1: Technical Capability
Offerors shall submit technical quote describing how the work will be completed and the type of equipment to be used.

Offerors shall provide a list of key personnel to be used on the project and their experience.

Factor 2: Past Performance Government shall utilize information obtained from the Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS) when evaluating the offeror's past performance. If sufficient past performance information is not available, vendor may be asked to provide contact information for past performance references. The government may, at it's discretion, base past performance on past knowledge and previous experience with the contractor, supply or service being provided, customer survey or other reasonable basis.

Factor 3: Price
Offeror shall provide a completed price schedule.
