The Pension Benefit Guaranty Corporation (PBGC) intends to make a sole source award to Bloomberg L.P. utilizing FAR part 13.5 Simplified Acquisition Procedures. The awarded contract will allow Benefits Administration and Payments Department (BAPD) continued use of Bloomberg Valuation (BVAL) data subscription services for the valuation of various plan assets consisting of stocks, bonds, dividends, money market funds, trusts and hard-to-value assets/illiquid securities at the Date of Plan Termination (DOPT) for the purpose of paying timely and accurate pension benefits to plan participants. The contractor shall provide access to its proprietary database and interface at a firm-fixed-price for a base period of 12 months and four 12 month option periods.

This is not a Request for Quotation, but a Notice of Intent. An RFQ will not be issued. Interested parties may submit their capability statements for the required services to [email protected] and [email protected] no later than August 7, 12:00 PM Eastern Standard Time. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based upon responses to this notice is solely with the discretion of the Government.

The Pension Benefit Guaranty Corporation will not reimburse any costs connected with providing the capability information. Oral communications will not be accepted in response to this notice.
