The following is a Pre-Solicitation Notice for this requirement. This is not a Request for Quote (RFQ) or Request for Proposal (RFP). The U.S. Army Corps of Engineers, Kansas City District, intends to issue an Invitation for Bid (IFB) on or about July 26, 2017 on the FedBizOps website at www.fbo.gov. This requirement includes a construction project entitled Dodson Blue River- Basin Kansas City, MO. In accordance with FAR 36.204 and DFARS 236.204, the estimated magnitude of this construction project is: Between $10,000,000 to $25,000,000. The NAICS code for this specialty is 237990 (Other Heavy and Civil Engineering Construction). The size standard is $36.5 million.

This requirement will be unrestricted. This IFB will result in the award of a single Firm-Fixed-Price (FFP) construction contract. When this IFB is issued, the solicitation will contain information as to when and where bids will be received and opened. A Bid bond will be required with your bid in the amount of 20% of the bidder proposed price or $3,000,000.00 whichever is less. Payment and Performance bonds will be required for the full amount (100%) of the awarded contract before the NTP can be issued. At this time, no pre-solicitation conference is planned for this solicitation. If the government does elect to hold a pre-solicitation conference, the pre-solicitation announcement will be modified accordingly.

This project consists of the Phase V of the Blue River Basin (Dodson), which is intended to complete the remaining features required to provide a fully functioning flood damage reduction project for the Dodson Industrial Park and complete the authorized project. The estimated performance period for completion of construction is 730 calendar days from Notice to Proceed (NTP).
