This solicitation will be issued as a request for quotation (RFQ) in accordance with Federal Acquisition Regulation part 12 and 13 under the solicitation number: FA4484-10-P-0105.
This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-43, Defense Federal Acquisition Regulation Supplement Change Notice (DCN) 2010-0810, and Air Force Acquisition Circular (AFAC) 2010-0402.
The North American Industry Classification System (NAICS) code 333120 and the business size standard is 750 employees. This solicitation is 100% set-aside for small businesses IAW FAR 52.219-6.
This requirement is a brand name or equal requirement.

A complete price breakdown is required with quotation of the above line items. Quotation may not be more than 5 pages in length. In order to receive award, contractor must be registered in CCR [https://www.bpn.gov/ccr/default.aspx] with NAICS code 333120. ORCA [https://orca.bpn.gov/] certification must be current. With submission of quotation, include company Tax ID #, DUNS number, and CAGE code.
The place of delivery, final acceptance and FOB destination point is McGuire AFB, NJ. Acceptance will be performed by the Government or a Government representative at designated government location.

All quotes are due on or before 1530hrs (3:30pm), Eastern Standard Time (EST), Wednesday, 8 September 2010. Electronic quotes are acceptable. Submission may be made via email to [email protected]. In accordance with FAR 13.004 -- Legal Effect of Quotations the following information is provided in regards to quotations:
A quotation is not an offer and, consequently, cannot be accepted by the Government to form a binding contract. Therefore, issuance by the Government of an order in response to a supplier's quotation does not establish a contract. The order is an offer by the Government to the supplier to buy certain supplies or services upon specified terms and conditions. A contract is established when the supplier accepts the offer.
When appropriate, the contracting officer may ask the supplier to indicate acceptance of an order by notification to the Government, preferably in writing. In other circumstances, the supplier may indicate acceptance by furnishing the supplies or services ordered or by proceeding with the work to the point where substantial performance has occurred.
