The National Archives and Records Administration (NARA), intends to solicit and award, through a single source, a firm fixed-price purchase order in accordance with FAR Subpart 13.106-1(b)(1)(i), to Digital Film Technology, LLC. located at 3211 Cahuenga Blvd. West, Ste 103, Los Angeles, CA 90068-1372. A justification for soliciting from a single source has been prepared and approved in accordance with FAR 13.106(b)(1)(i).

REQUIREMENT: NARA seeks to issue single source purchase order for an upgrade, with installation, of a High Definition (HD) Video board for the Spirit 4K Scanner and to replace the irreparably damaged Bones workstation and software system with the Phantom II workstation and software. The Phantom II is the only workstation compatible with the Spirit 4K scanner and is only available through the original equipment manufacturer, Digital Film Technology (DFT).  NARA is not seeking to replace the Spirit 4K scanner. Any workstation purchased must be compatible with that film scanner. The Spirit 4K captures the content of the film as Digital Picture Exchange (DPX) files, this information is relayed to the workstation, formerly Bones, which is to be replaced with the Phantom II, which ingests and subsequently packages the files for further processing later in the workflow.  Therefore, due to the necessity of compatibility with existing equipment, DFT is the only provider of the HD Video board and the processing workstation that NARA requires to continue to provide greater access to its film collection. 

DELIVERY/INSTALLATION SCHEDULE: The delivery time for the equipment, with installation, is 30 Days after receipt of order.

RESPONSES: This notice of intent is not a request for competitive quotations. The Government will not be responsible for any costs incurred in responding to this notice. Only written responses will be considered. Allow one extra business day for delivery and confirm receipt of capability statement, question, or requests for clarification submitted electronically via e-mail, as the e-mail will need to pass through IT security.

Capability Statements - All interested parties are encouraged to provide information on their capabilities to meet this requirement. In order to be considered a potential source, interested parties must submit clear and convincing documentation demonstrating the capabilities to satisfy the requirement specified above and advantages of the Government to consider another source. The documentation shall include prices and descriptive literature containing sufficient technical documentation to establish a bona fide capability to meet this requirement.
