The Department of Justice, Federal Bureau of Investigation (FBI), intends to enter into a Blanket Purchase Agreement with, E-S Press, Inc., 8340 N Thornydale Road, STE 110, Tucson, Arizona, 85741. It is anticipated that any calls placed under this agreement would exceed the micro-purchase threshold, and would be issued under a sole-source basis. The resultant agreement will fulfill the FBI's recurring requirement to obtain training services for emotional survival for law enforcement. Dr. Kevin Gilmartin, of E-S Press, Inc., is the only source capable of providing these services. The training for emotional survival for law enforcement is based on the published work of Dr.Gilmartin, Emotional Survival for Law Enforcement: A Guide for Officers And Their Families. No other instructors have been certified by Dr. Gilmartin to provide this specific training.

This procurement is being conducted under the authority of Federal Acquisition Regulation (FAR) 6.302-1. The procurement will comply with the policies and procedures set forth in FAR part 13.303.

This is not a request for competitive proposals, quotes, or information; however, all responsible sources may submit a capability statement, which shall be considered by the agency. Any information received in response to this notice will be used solely to determine if it is necessary to conduct a competitive procurement or establish additional BPAs.
