Bradley M2A2 Direct Support Electrical System Test Set (DSESTS)

The U.S. Army Contracting Command, New Jersey (ACC-NJ), in support of the Combat Capabilities Development Command (CCDC) Armaments Center, Automated Test Systems Division (ATSD), Picatinny Arsenal, NJ is currently seeking sources capable of providing for Direct Support Electrical System Test Set (DSESTS) equipment.  DSESTS test Line Replaceable Units (LRUs), such as parts that provide vehicle power distribution, forward looking infrared cameras, data management, optics and sighting, ballistic solutions, and GPS, on Army systems, including the BRADLEY M2A2 platform.  DSESTS enables an ABCT to repair LRUs within the brigade support battalion (BSB), thereby saving time, space, and money.  Instead of replacing an expensive LRU that is in limited supply, maintainers can use the DSESTS to provide diagnostics that will assist them in repairing and replacing LRU components.  The hardware required will be to support the Foreign Military Sales (FMS) for BRADLEY M2A2, BRADLEY ODS (Operation Dessert Storm configuration), and Abrams assets.

This Sources Sought Notice is for planning purposes only and shall not be construed as a solicitation or Request for Proposal (RFP), or as an obligation on the part of the Government.  In strategic planning for a potential possible future procurement, ACC-NJ is seeking industry capabilities related to manufacturing and delivering DSESTS equipment.  The goal is to determine if a competitive environment for this potential requirement exists. 

STATEMENT OF OBJECTIVES:

Interested parties shall submit a brief capability statement.  The capability statement should include the maximum delivery capacity per month to deliver all required DSESTS components listed in Attachment 0001.  The capacity claimed should be supported by demonstrable evidence.  The capability statement should include the following:  company name, address, telephone number, email address, technical point of contract, DUNS number, Cage Code and company size (please specify as either a Large Business, Foreign-Owned Business, Small Business, Small Disadvantaged Business, 8(a) concern, Woman-Owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service-Disabled Small Business), and Technical description of ability to meet the requirement. 

If a formal solicitation is generated at a later date, and if the strategy is to pursue open market firms, a Request for Proposal (RFP) will be published through FedBizOpps.  If the Government uses the ATSD large business IDIQ contract vehicles, notice will be sent to those IDIQ holders through a letter of contemplation.  It is the responsibility of the potential offerors to monitor these websites for additional information pertaining to this requirement.  TELEPHONE INQUIRIES/SUBMISSIONS WILL NOT BE ACCEPTED.  The Government will accept questions via email ONLY.  Responders are advised that the U.S. Government is not responsible and will not pay for any information or administrative costs incurred in responding to this notice.

The drawings listed in attachment 0001 are distribution controlled.  As a result, prior to furnishing the drawings, companies must submit a (1) AMSTA-AR 1350 Tech Data Request Questionnaire; (2) DD 2345, and an (3) NDA.  The PCO must then review the forms for completeness/acceptability, and determine if the source is a potential interested party.  If determined so, the PCO will furnish the drawings.
