3. Agency and the contracting activity. The agency is the United States Department of Agriculture (USDA), Animal Plant Health Inspection Service (APHIS), National Veterinary Services Laboratories (NVSL) in Ames IA intends to buy the following Bruker laboratory equipment and services brand-name equipment.

4. Nature and/or description of the action being approved.

A. The Bruker Biotyper Reference Libraries contain profiles of clinical isolates, including mycobacteria and select agents of interest to the NVSL.

B. The Bruker system is in use in veterinary diagnostic laboratories in four other states with a fifth in process of purchasing the Bruker system. Purchase of the Bruker system would provide for the exchange of veterinary isolate profiles among these other labs that use the Bruker system. This would enable all of the labs to have access to updated libraries with additional profiles of specific veterinary isolates. If the NVSL does not purchase a Bruker system, we would not be able to exchange strain profile information with the other veterinary labs using a MALDI system.

C. The particular model required, the autoflex is suitable for proteomics and other mass spec projects in addition to identification of bacterial isolates.

5. Other sources were evaluated, but didn't meet our requirements.

BioMerieux was evaluated. Their system library has emphasis on microbial isolates of pharmaceutical interest which would not meet the need for libraries of veterinary isolates. Also, this system is not upgradable for use in proteomics projects.

6. These 3 items must be 100 percent compatible with the Brunker Autoflex Speed LRF MALDI-TOF, Software-CD Reference Library, MALDI BIOTYPER 3.0 Software, Database-CD MALDI Biotyper, and Powervar UPS ABCDEF3000-22.

6. A determination by the Government not to compete with this proposed contract based on responses to this notice is solely within the discretion of the Government.
