The required TPI PMCs and Transformer Coupled Input options are components used within the AN/UPX-29(V) Interrogator System Mode 5 Field Change Kits and AN/UPX-24(V) Interrogator Set Organic Production projects to convert analog identification Friend or Foe data to digital target reports; process and store target reports and distribute them to the combat systems and operators; and interface directly with shipboard combat systems. The TPI PMCs must also meet AN/UPX-29(V)/AN/UPX-24(V) form, fit, and function design requirements for cards currently used in fielded equipment, not require modification to the application software, and be inclusive of Environmental Performance and Combat System certification. Additionally, the Brandywine TPI PMCs must also meet mandatory Input/Output (I/O) PMC P4 connector software requirements for the AN/UPX-24(V) processor. The Brandywine TPI PMC, P/N: 011000046 is the only known TPI PMC that meets all of the AN/UPX-29(V) and AN/UPX-24(V) mandatory requirements. The Brandywine Communications Time Position Interface (TPI) Peripheral Mezzanine Card (PMC), Part Number (P/N): 011000046, and Brandywine Communications Transformer Coupled Input options, P/N: 01200002 designs are proprietary to Brandywine Communications. The Government does not own the data to these designs. Without the technical data, no other source would be capable of meeting this requirement.
The Government intends to procure the above items under the authority of 10 USC 3204 (c) (1), FAR 6.302-1. The Government does not anticipate procuring data rights and competitive drawing package for this effort as the Original Equipment Manufacturer (OEM) is unwilling to sell their data rights. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government, not to open the requirement to competition based upon the response to this notice, is solely within the discretion of the Government.
