Bridgeport Sewer Replacement Project
Scope of Contract
B. The work includes:
1. Installing new sewerlines, cleanouts, manholes and RV sewer connections.
2. Installing new septic tanks and absorption fields.
3. Installing a new packaged effluent lift station
4. Installing a new aggregate access road.
5. Removing an existing packaged sewage treatment system and steel building.
6. Removing existing sewer system components, including manholes, cleanouts, and holding tanks.
7. Repairing existing aggregate roadways.
Project Location
The project is located in the Bridgeport Ranger District of the Humboldt-Toiyabe National Forest, Mono County, California, in Section 23, T 5 N, R 24 E. It is located approximately 4 miles west of Bridgeport, California, at the Bridgeport Ranger District Administration Site. The project may be accessed from US Highway 395.
GENERAL SITE CONDITIONS AND WEATHER
The elevation of the site is approximately 6575 feet above mean sea level. The construction site experiences typical weather for valleys in the high desert along the east side of the Sierra Nevada range. Moderate snowfall and extremely cold temperatures occur during the winter months. The ground is typically snow-free from April through October though isolated snowfall could occur most any month other than July and August. Summer temperatures rarely exceed 95 degrees, and daytime winter highs can stay below 0 degrees.
In-depth soil surveys have not been performed with the exception of test pits located at the leach field location. Rocks at the ground surface, and from past excavation work, are evident throughout the area. The Contractor should expect to encounter large rocks during excavation and grubbing operations, but not bedrock. Blasting of rocks will not be permitted without special permission.
In-depth water table surveys have not been performed; however, if water is encountered during excavation, the Contractor shall perform adequate dewatering to keep the excavation free from water and dispose of the water without damage to property.

The magnitude of proposed project is between $250,000 and $500,000.
Project drawings will be provided as attachments to the Request for Proposal (RFP).
Dept. of Labor, Construction Wage Rate General Decision Numbers: CA20210020 6/04/2021 (Building) shall apply.
The complete solicitation package will be attached and made available only through SAM.gov, https://sam.gov/content/home on or within 15 days of this notice. Anyone wishing to participate in this proposed procurement must obtain their copy from SAM.gov. Copies will not be mailed from the Contracting Office. All amendments will be posted on SAM.gov. Contractors will be solely responsible for obtaining amendments from this site to update files.
This requirement is being solicited as a Small Business set-aside in accordance with Federal Acquisition Regulation (FAR) 19.5, with the intent to award a Firm-Fixed Price contract. A single award will be made from the solicitation.
