The purpose of this document is to provide interested parties with information to enable them to prepare and submit a proposal for the Brighter Futures Initiative (BFI) Program in counties outside of Region 3 (Milwaukee). BFI promotes healthy families and youth; school success for youth; youth safety in their families and communities; and, successful navigation from adolescence to adulthood. The Initiative supports evidence-based prevention strategies and a positive youth development approach and focuses on the legislative outcomes set forth in s. 48.545, Wis. Stats., Brighter Futures Initiative. Eligible applicants must fall within the two applicant types identified in Section 5.1, and must be: • County or tribal department of social service; • County or tribal department of human services; • Tribal child welfare agencies; or • Community mental health, developmental disabilities or alcoholism and drug abuse service programs operating in counties other than a county having a population of 750,000 or more. Joint applications from two or more eligible applicants will be accepted; the primary applicant must be a county department or tribe.
