SPECIALIZED DATABASE: The United States Government Accountability
Office (GAO) intends to award a sole-source purchase order to Campaign
Media Analysis Group (CMAG), 11 Madison Avenue, 12th Floor, New York,
NY 10010. For the time period beginning January 1, 2007, and ending
December 31, 2012, contractor shall identify ads relevant to the selected
issues using the names of sponsors that GAO will provide work paper
methodology aired by broadcast television stations (excluding public
broadcasting stations) or radio stations. For the identified ads, contractor
shall provide GAO with the audio/visual content of the ads. GAO will then
identify the ads for which additional information is required. For these
identified ads, contractor shall provide the following data elements:
(1) Content of the ad (television - video file; radio - audio file) - (2) Sponsor
of the ad (television and radio) (3) DMA (television) or market (radio) in
which the ad aired (4) Call sign for station that aired ad (television and
radio) (5) Affiliate (television only) (6) Date aired (television and radio) (7)
Time aired (television and radio) (8) Estimated cost (television only) (9)
Media (10) Daypart (e.g. daytime, early morning, early fringe, etc.)
(television only) (11) Program and Program type (television only) (2) Length
of the ad (television and radio).
GAO conducted extensive market research including a review of academic
literature, conversations with academics, and discussions with vendors, and
determined that CMAG is the only data source that could provide the
required information on both number of ads and fair market value for both
TV and radio.
This is not a request for a quotation. No contract will be awarded on the
basis of offers received in response to this notice. All inquiries and
