This is a public notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 – Synopsis of Proposed Contract Actions.

The Library of Congress, Contracts and Grants Directorate, intends to award a sole-source firm fixed price contract to Bruker Scientific LLC (40 Manning Road, Billerica, MA, 01821). The work to be performed under the contract will be performed at the Contract’s facilities as well as on the premeses of the Library of Congress, and any associated deliveries shall be made to the Library of Congress in Washington, DC.

The Library of Congress (Library) requires contract support to obtain a portable Fourier Transform Infrared Spectrometer (FTIR), an additional ATR module, and two non-contact reflectance modules (with video and extended focus).

The period of performance of the intended contract shall run for 12 months and is value at an estimated amount below the simplified acquisition threshold but above the public notice threshold (defined as greater than $15,000 but less than $250,000) for the entire period of performance.

The attached Statement of Work includes further details.

This announcement constitute the only public notice, proposals are not being requested from other parties, and a written solicitation will not be issued. This public notice accomplishes the following:

1. Notice of the Library’s intent to sole source to Bruker;

2. Synopsizing the requirements in accordance with the FAR; and

3. Publically posting the approved Justification and Approval (J&A) to the public in advance of the contract award

As a result of this, a second posting of the J&A is not required after the award has been made, as the public posting of the J&A is being accomplished via this public notice.
