US Customs and Border Protection (CBP) intends to negotiate on a sole source basis under authority of FAR 13.106-1(b)(1) with Bruker Daltronics, 40 Manning Rd, Billerica, MA 01821 to provide Repair and upgrade of software for Bruker MicrOTOF liquid chromatograph/time of flight mass spectrometer.

The LSS Southwest Regional Science Center requires maintenance, software upgrade, and applications training for its existing Bruker MicrOTOF Mass Spectrometer (C1442883) so that complex forensic samples may be analyzed.

Only Bruker Daltonics engineers and applications' chemists are trained and certified to work on and provide training on Bruker Daltonics instrumentation. Service on this instrument requires specific in-depth training and proprietary tools that can only be completed by a trained Bruker Daltonics representative. No third-party service provider has been authorized by Bruker Daltonics to perform maintenance and repair on Bruker Daltonics instruments.

The Government intends to solicit and negotiate directly with Bruker Daltronics. No solicitation package will be issued. This notice of intent is not a request for competitive proposals. However, sources responding to this synopsis prior to the close of business of the response date will be considered by the Government. Information received will only be considered for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract action based on responses to this notice will be entirely at the discretion of the Government.
