THIS IS A SYNOPSIS FOR COMMERCIAL ITEMS/SERVICES PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR PART 15, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE.

THIS IS A COMPETITIVE 100% SMALL BUSINESS SET-ASIDE. PROPOSALS WILL BE REQUESTED AND A WRITTEN SOLICITATION WILL BE ISSUED.

The solicitation number is: SB1341-13-RP-0089.

The solicitation will be issued as a Request for Proposal (RFP).

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-68.

The associated North American Industrial Classification System (NAICS) code for is 541511, size standard $25,500,000. The Contractor is expected to provide actual pricing for the required labor categories. The evaluation factors contained in the RFP will be used to evaluate all proposals submitted in response to the solicitation.

The U. S. Department of Commerce (DOC) implemented a Department-wide financial information system to support a full range of financial management activities. This includes the Core Financial System (CFS) and related business systems.

NIST supports CFS and the related business system for the following customers (hereafter referred to as NIST's customers): Department of Commerce-Office of the Secretary (OS), Office of the Inspector General (OIG), Minority Business Development Agency (MBDA), Economic Development Administration (EDA), Economic and Statistics Administration(ESA), Bureau of Economic Analysis (BEA), National Institute of Standards & Technology (NIST), National Telecommunications Information Administration (NTIA), and International Trade Administration (ITA). The NIST Business Systems Division's (BSD) customer base may or may not change throughout the life of the contract.

The Performance Work Statement's purpose and requirement is for a Contractor to provide functional and technical support services required for the NIST BSD. This includes the Core Financial System (CFS) and related business systems, hereafter collectively referred to as Commerce Business Systems (CBS) applications, such as:

a. Commerce Financial System - an Web-based, custom Oracle Forms and Reports systems.
b. Commerce Purchase Card System (CPCS) - an Web-based, custom Oracle Forms and Reports systems.
c. CBS Oracle Portal, Reports (Oracle Reporting), and Downloads (i.e. Excel based reports).
d. Oracle Forms based applications such as MyTools and the Budget Solvency Tool (BST).
e. Data Warehouse Budget and Execution (B&E) module, and Estimated Accrual (EA) module - an Web-based, custom Oracle Forms and Reports systems.
f. Commerce Standard Acquisition and Reporting System (CSTARS) for acquisitions, which is composed of C.Request, and C.Award components and is a software product from CACI.
g. Travel Manager, which is a web application from Concur.
h. Grants Management Information System (GMIS) which is java based, in-house developed web application.
i. Property.
j. SAP Business Objects design and reporting.
k. Custom batch process, interfaces, feeder systems, and Tibco processes associated with the above systems.
l. Technical infrastructure associated with the above systems.

The Contractor shall provide production support of BSD supported Commerce Business Systems (CBS) applications (e.g. CBS/Core Financial System (CFS) acquisitions, grants, travel, and associated reporting systems). The Contractor shall provide production support including but not limited to: program management, project management, customer support for Customer Interaction Center (CIC), training & user documentation, interfaces, software management, CBS interface support, CBS Applications support and development, software testing, technical support (software, data, and instance management), change management, Oracle Database Administration (DBA) services.

The Contractor's support for the CBS Applications shall be consistent with and meet all performance measures as defined in the PWS, BSD's Service Items, Performance Measures, and Customer Inputs.

Additionally, the Contractor shall perform feasibility studies and research of new products/functionality as needed to support NIST CBS applications, as requested by the COR. If changes are recommended or necessary, the Contractor shall support Federal staff with the new projects and technologies.


The solicitation issue date will be on  August 12, 2013. A copy of the solicitation will be available via FED BIZ OPPS on the issue date, only.
