PORT OF VANCOUVER USA BUILDING 2565 EXTERIOR RECLADDING PROJECT Bids due 2:00 pm, February 11, 2021 INVITATION TO BID Notice is hereby given that the Port of Vancouver, Washington, will receive sealed bids up to the hour of 2:00 PM., Pacific Local Time, Thursday, February 11, 2021, and publicly open and read aloud at that time on the same day at 3103 NW Lower River Road, Vancouver, Washington, for the following: The Building 2565 Exterior Recladding Project removes and replaces the exterior panels, windows, fiberglass wall panels, soffits, louvers, signage, overhead coiling door, light fixtures and miscellaneous exterior attachments on an approximate 62,000 SF commercial structure located within the secure area of the Port of Vancouver. Additional work includes, but is not limited to, caulking, firestopping, weather barrier, painting and temporary weather protection as necessary. Work in this project is within of the security area requiring Transportation Worker Identification Credentials (TWIC). See the Security Requirements section in the Special Provisions for additional infor mation. A non-mandatory pre-bid meeting and site visit will be held Wednesday, January 27, 2021 at 2:00 PM, 3103 NW Lower River Road, Vancouver, WA 98660. Individuals attending the non-mandatory pre-bid meeting and site visit will be required to furnish and utilize safety equipment to include reflective clothing (or vest), sturdy shoes, gloves and a mask appropriate for COVID 19 protection (no ventilated masks allowed). Social distancing will be practiced and only one representative per company will be allowed at the site visit. Please be prepared to provide the COVID question naire. It can be printed, completed and turned in at the site walk or filled out on site. Questions must be submitted via the Port of Vancouver ProcureWare system no later than Thursday, February 4, 2021 at 12:00 PM. Plans, specifications, bid documents, addenda and plan holder list for this project are available online through the Port of Vancouver's "ProcureWare" website through the following URL: http://www.portvanusa.com/about/doing-b usiness-with-the-port. Please register your company on the "ProcureWare System" to download solicitation documents. All registered firms that download solicitation documents will automatically be listed as a plan holder. If you obtain this Bid from a source other than the Port of Vancouver's ProcureWare system, you will not be on record as a plan holder. It is the bidder's responsibility to ensure the firm has received a complete solicitation package found at ProcureWare. Non-registered firms on the Port's ProcureWare system will not be able to download solicitation documents. It is the sole responsibility of the Bidder to learn of Addenda, if any. Such infor mation may be obtained from the ProcureWare System through the port's website, http://www.portvanusa.com/abo ut/doing-business-with-the-port. The Port of Vancouver accepts no responsi bility or liability and will provide no accommodation to bidders who fail to check for addenda and submit inadequate or incorrect responses. Bids shall be in accordance with the specifications and other contract docu ments which are on file at the Port of Vancouver's Administrative Offices and available for public viewing. Bid results may be obtained within 24 hours after the bid opening by accessing the ProcureWare System website. All bids shall be delivered to the Port of Vancouver - Attn: Contracts, 3103 NW Lower River Road, Vancouver, Washington 98660. Bids shall be in a sealed envelope clearly stating the name of the bidder, the date of the bid opening, and appropriate wording to indicate the nature of the contents. Do not send bids by FAX or email. Bids submitted via FAX or email will not be accepted. The Port of Vancouver in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportu nity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award. The Port of Vancouver is committed to providing equal opportunities to State of Washington certified Minority, Disadvan taged and Women's Business Enterprises in contracting activities. (Section 4 of Chapter 56, Laws of 1975, 1st Ex. Sess., State of Washington). All bid proposals must be accompanied by a bid proposal deposit in cashier's check, or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such contract and furnish satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to the Port of Vancouver. The Port of Vancouver reserves the right to cancel this invitation or reject any and all bids submitted or to waive any minor formalities of this call if, in the judg ment of the Port Commissioners, the best interests of the Port would be served. No bidder may withdraw his/her bid after the hour set for the opening thereof, unless the award of contract is delayed for a period exceeding sixty (60) days. If it is determined to be in the best interests of the Port, the Port reserves the right to request an extension of bid prices during the review process.
