1. The United States of America, acting through the Millennium Challenge Corporation (“MCC”) and the Government of Côte d’Ivoire (the “Government” or “GoCI”) have entered into a Millennium Challenge Compact (the “Compact”) for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Côte d`Ivoire in the amount of approximately US$ 536.7 million (“MCC Funding”). The Government, acting through MCA-Côte d’Ivoire (the “MCA Entity” or “Buyer”), intends to apply a portion of the MCC Funding to eligible payments under a contract for which this Request for Qualification (“RFQ”) is issued. Any payments made by the MCA Entity under the proposed contract will be subject, in all respects, to the terms and conditions of the Compact and related documents, including restrictions on the use and distribution of MCC Funding. The Compact and its related documents can be found on the MCC website (www.mcc.gov) and on the MCA-Côte d’Ivoire website (http://www.mcacotedivoire.ci).
2. MCA-Côte d'Ivoire hereby invites eligible individual Consultants, MCA-Côte d'Ivoire hereby invites eligible Individual Consultants in Resettlement and Environmental and Social Performance.

3. MCA-Côte d'Ivoire will award a contract for twelve (12) Months (full time) that should not exceed the end of the Compact. As an indication, the starting date is planned for August 2024.

4. Requirements: The required qualifications for the Individual Consultant are described in the description of services and requirement of deliverables indicated in the Request for Qualification (RFQ).

6. This RFQ is open to qualified national or international individual consultants wishing to participate in the MCA-Côte d’Ivoire’s activities.
7. A Consultant will be selected under the Individual consultants Selection method, in accordance with “MCC Program Procurement Guidelines” (6.14) which is provided on the MCC website (www.mcc.gov/ppg).

9. Interested Consultants are invited to submit their application /cover letter and CV, in separate files to be sent all at once using the forms included in the RFQ documents, no later than June 12th, 2024, at 3.00 pm UTC. 10. Consultants may request for clarifications in writing no later than June 5th ,2024, so that responses will be provided to all of them no later than 3 days before the submission date.
