Description of Services
a. Training and technology transfer services, along with associated support equipment and software, is required on a continuing basis to support various international Foreign Military Sales (FMS) customers who require motion-based simulator training services for their C-130A-H and commercial variant (L-100/L-382) flying programs. All services under this contract shall be Contractor, Type 1 Special Training, procured by the Air Education and Training Command (AETC) and presented under the auspices of the Security Assistance Training Program. Unless otherwise specified in subsequent orders to this contract, all instruction and technical information shall be UNCLASSIFIED and conducted in the English language.
b. Training and support services may be provided at the contractor's facility or at other sites as identified. Simulator Training must be conducted on a full motion simulator with seven degrees of freedom. Requirements shall include, but are not limited to the following for aircrew personnel:
(1) Aircraft Ground School Academics and Flight Simulator Training
(2) Aircrew Initial (Basic) Training (Academics and Proficiency Training)
(3) Aircrew Instructor Training (Academics and Proficiency Training)
(4) Aircrew Mission Qualification Training (Academics and Proficiency Training)
(5) Aircrew Refresher Training/Emergency Procedures Simulation (Academics and Proficiency Training)
(6).Training Materials/Instructor Materials/Student Materials
(7) Student Housing
(8) Student Ground Transportation
2. TRAINING
a. This requirement covers both aircrew and maintenance training, i.e. engine ground run that may require the use of a motion-based simulator. The objective of training is to provide the necessary skills to independently operate and maintain C-130A-H and commercial variant (L-100/L-382) systems, subsystems, and related support equipment. Training shall be to the level necessary to provide students a thorough understanding of their specialty requirement so that, at the end of their training, they can perform all tasks identified in applicable technical data with minimal supervision. Aircrew training objectives are to train aircrew members transitioning to the C-130A-H and commercial variant (L-100/L-382) aircraft, provide refresher/upgrade training to experienced aircrews, and to provide initial training to cadets. This includes ground school, flight simulator instruction and teaching students the capabilities to instruct others in this ground school and flight simulator. Contractor must have the capability to support multiple training requirements simultaneously.
b. Academic training may consist of lecture/discussion sessions and laboratory exercises. Testing procedures must be in place and documentation will be required to verify the student has gained knowledge and skills taught. If required, Structured On-The-Job Training (SOJT) shall be conducted in the appropriate laboratory, shop or flight line environment and shall include demonstration and application of academic studies.

The Capability Statement should include general information and technical background describing your firm's experience in contracts requiring similar training efforts to meet the program objectives. At a minimum the following information is requested: (1) Company Cage Code, DUNS, name, address, point of contact and their telephone number and e-mail address; (2) Approximate annual gross revenue; (3) Any small business status (8(a), HUB Zone, veteran-owned, women-owned, etc.); (4) Indicate if your role in the performance of the consolidated requirement would be (a) Prime Contractor; (b) Subcontractor; or (c) Other, please describe; (5) If you indicated your role as "Prime Contractor" on Question 4, indicate the functions for which you plan to use subcontractors; (6) If you indicated your role as "Prime Contractor" on Question 4, please provide brief information you feel would indicate your capability to mobilize, manage, and finance a large service contract such as this; (7) If you indicated your roll will be a "Subcontractor" on Question 4, please indicate which functional areas you intend to cover; (8) Indicate if your company primarily does business in the commercial or Government sector; (9) Please describe any commercial-sector contracts you have performed for similar combined services [if applicable]; (10) Indicate which NAICS code(s) your company usually performs under for Government contracts; (11) Provide estimated small business subcontracting goals and rationale. The Government reserves the right to decide whether or not a small business set-aside (SBSA) is appropriate based on responses to this notice.
