This requirement is for a firm-fixed price contract with 3-1 year Options for NOUN Reference Standard - Glass Skin to Glass Core; NSN: 6635-01-407-1502BA; Part Number 17G110843-1. The Basic is for Qty of 4 each (includes first article), Test Plan (1 LO), and Test Report (1 LO). The 3-1 year Options are based on Qty range of 1-4 each. The reference standard is consists of two blocks of composite material. Each block is constructed of laminate skins bonded to each side of an approximately 0.5 inch thick glass honeycomb core material. On one block, the top skin is constructed of steps of 4 and 5 plies and a bottom skin of 3 plies. The second block is constructed with a top skin of 7 and 8 plies and a bottom skin of 6 plies. Disbonds between the skins and core are represented by back-drilled holes to remove the core under the skin surface. This requirement will be a set-aside for Small Business.
Offerors shall prepare their proposals in accordance with mandatory, explicit and detailed instructions contained in the RFQ. All responsible Small Business sources may submit a proposal to be considered by the contracting agency. The Government will utilize the Past Performance Information Retrieval System (PPIRS), Excluded Parties List System (EPLS), and other Government databases to determine contractor status before evaluating proposals. Proposal will be evaluated based on criteria stated in the RFQ.
