This acquisition is 100% set aside for Service Disabled Veteran Owned Small Business. VA intends to award an Architect/Engineer contract for design services at the Lebanon VA Medical Center, Lebanon, Pa, for Project # 595-08-157, "Standby Chiller for OR/ICU/ED". In collaboration with VA staff the contracted A/E firm shall provide a complete set of working architectural, mechanical, electrical, structural, and asbestos & lead paint removal drawings and specifications (in both paper form and electronic form) for the project. The A/E will survey existing impacted areas in Building 1 and develop a bid package to relocate existing AC-1 Air Handling Unit serving Operating Room/Intensive Care Unit/Emergency Department (OR/ICU/ED) and install a standby chiller cooling unit for said system, based on the project budget. The main focus of this project is to correct the deficiencies in the HVAC system currently serving the OR/ICU/ED areas located in building 1. Included in the designs, the A/E shall develop the necessary working drawings; contract specifications; phasing plans; final cost estimates for full and complete construction of this project. The A/E shall also ensure that the completed designs are in full compliance with all applicable codes and VA design guidelines. This notice is issued subject to availability of funds and is not a request for proposal. The NAICS is 541310, Size Standard $4.0 million. Please state the size standard for your firm. Estimated cost for construction is $ 600,000.00. Architect and Engineering Firms who possess experience in this type of design and renovation may submit SF 330 (two copies required) to Brenda Delawder, Contracting Officer, Lebanon VA Medical Center, 1700 S. Lincoln Ave, Lebanon, PA 17042 not later than 2:00 PM EST, December 28, 2007. Qualifications submitted by each firm will be reviewed and evaluated based on the following criteria: Specialized experience and technical competence of firm (including a joint venture or association) with the type of services required; Specific experience and qualification of personnel proposed for assignment to the project and record of working together as a team; Professional capacity of the firm in the designated geographical area of the project to perform work (including any specialized services) within the time limitations; Past record of performance on contracts with the Department of Veterans Affairs and Geographic location and facilities of the working office(s) which would provide the professional services and familiarity with the Lebanon VAMC area.
