This acquisition is 100% set aside for Service Disabled Veteran Owned Small Business. VA intends to award an Architect/Engineer contract for design services at the Lebanon VA Medical Center, Lebanon, Pa, for Project # 595-08-162, "Replace Air Handling Units in Building 2". In collaboration with VA staff the contracted A/E firm shall provide a complete set of working architectural, mechanical, electrical, structural, and asbestos & lead paint removal drawings and specifications (in both paper form and electronic form) for the project. The A/E will survey existing impacted areas in Building 2 and develop a bid package to replace four air handling units and the associated systems. The replacements will meet current healthcare codes to provide air for a hospital unit. Construction will also include cleaning, inspecting, pressure testing and repair of duct risers and all main branches. Included in the designs, the A/E shall develop the necessary working drawings; contract specifications; phasing plans; final cost estimates for full and complete construction of this project. The A/E shall also ensure that the completed designs are in full compliance with all applicable codes and VA design guidelines. Qualifications submitted by each firm will be reviewed and evaluated based on the following criteria: Specialized experience and technical competence of firm (including a joint venture or association) with the type of services required; Specific experience and qualification of personnel proposed for assignment to the project and record of working together as a team; Professional capacity of the firm in the designated geographical area of the project to perform work (including any specialized services) within the time limitations; Past record of performance on contracts with the Department of Veterans Affairs and Geographic location and facilities of the working office(s) which would provide the professional services and familiarity with the Lebanon VAMC area.
