The AE shall provide professional technical services for the complete design for Project No. 521-07-609ES, FCA Deficiency: HVAC Controls at the Department of Veterans Affairs Medical Center, Birmingham, AL 35233.The AE will provide design development submission at 30%; construction documents at 65%; 100% and again at 100% after review of first 100% submission. AE will also provide construction period services for this project. Required documents typically include schematics preliminary plans, working drawings, specifications, cost estimates, and construction documents (final drawings, specifications, and cost estimate).The objective of this project is to replace old, obsolete and non-functional control components on the HVAC and refrigeration systems. The control components are part of an old Honeywell system that has been up dated to a new Johnson Controls Metasys front end. Work may include, but is not limited to, architectural, electrical, HVAC, and HVAC piping. This announcement is restricted to AE firms within 150 mile radius of Birmingham, Alabama as determined by using the latest version of Rand McNalley Road Atlas. The AE firm will be evaluated with the following criteria: Factor number 1) is most important with factor number(s) (2,3,4,5) equal to each other but somewhat less important than factor number 1. Factor 6 is less important than number(s) (1,2,3,4,5) but more import than factor 7, which is of least importance. The following are the rating factors. 1) Specialized Experience and Technical Competence; 2) Specific Experience and Qualifications of Personnel Proposed; 3) Professional Capacity of the Firm in the Designated Geographic Area; 4) Project Schedule and Cost Control Experience; 5) Estimating Effectiveness; 6) Geographic Location and Facilities of the Working Office and 7) Point Adjustment for Existing Design Work and Existing Construction Period Services. Firms desiring consideration must submit their forms SF-330 Architect Qualifications by 2:00 PM Central Time on 07/16/07 directly to VA Medical Center; Network Logistics Contracting Officer (10N7NLO); Tuscaloosa, AL 35404. AE firms must be located within a 150 mile radius of Birmingham, Alabama to be considered. The estimated construction cost is between $1,000,000 and $5,000,000.00.
