The JSB is a distributed system of people, standards, procedures, modeling and simulation (M&S) capabilities, and tools that cooperatively and seamlessly integrate to form an authoritative source for Air Force M&S capabilities. The JSB is broadly applicable to Air Force users responsible for operations and acquisition. The JSB is envisioned to provide on-demand products and services that enable users responsible for providing simulated battlespaces to rapidly compose those environments at a reduced cost and in less time than is possible today.

The JSB will provide access to realistic representations of friendly and threat warfighting capabilities, realistic representations of the natural environment, and an architecture framework to support developing representations that allow the easy and rapid integration of those representations into synthetic battlespaces. Additionally, it will provide a mechanism to capture and distribute information generated by the JSB and its users to support training, mission rehearsal, decision support, acquisition, deployment, employment, operations, tactics/strategy development for deployment, Courses of Action (COA) analysis and development, security, and the sustainment of warfighting capabilities.
