DESCRIPTION: Lightning Protection Systems for five or six Fire Lookout Towers, Umpqua National Forest, in Douglas and Lane Counties, Oregon. SET-ASIDE: This is a small business set-aside; To be considered, a firm’s 3-year average annual income must be less than $4.0 million; NAICS code 541330 size standard applies; PSC is C119. PROJECT DESCRIPTION: Work includes site investigation involving existing structures, appliances and appurtenances as well as ground/soil resistivity testing, preparation of a site survey and report, development of a preliminary construction cost estimate, design of a comprehensive lightning protection system, development of recommendations for modification of existing communication facilities, development of a Risk Analysis and a Safety Plan, submission of design computations, working drawings, specifications, and cost estimates for development of construction contracts; SELECTION CRITERIA: The response to the “Project-Specific Qualifications Information” (herefollowing) is the most important selection factor in conjunction with the five (5) selection criteria shown in NOTE 24 each of which are deemed to be of relatively equal importance. SUBMISSION REQUIREMENTS: See note 24 for general submission requirements as amended by the above selection criteria, except that SF330 Part II shall be provided in lieu of SF254/SF255. In addition, “Project Specific Qualifications Information” demonstrating qualifications for this project shall be provided to include (1) demonstration of capabilities and experience with NFPA 780, lightning protection codes, antenna structures, soil resistivity analysis, Oregon Professional Engineer licensing and (2) descriptions of several of the most closely related contracts (by the offered firms and by the key Engineers proposed for this project) including owner contact information.
