The National Weather Service (NWS), Radar Operations Center (ROC), U.S. Department of Commerce (DOC) in Norman, OK intends to negotiate with only one source, DRS Surveillance Support Systems located in Largo, FL for Weather Service Radar, 1988 (WSR-88D), Next Generation Radars (NEXRAD) Antenna/Pedestal Engineering Design Services. The scope of the proposed contract involves proposal and/or evaluation of design changes, engineering investigations, management of parts obsolescence, delivery and/or evaluation of "First Articles", and participation in formal pedestal configuration management processes. The WSR-88D Antenna/Pedestal is one system element for which the Government has no data rights. Accordingly, all design information related to the antenna pedestal is considered the intellectual property of the Original Equipment Manufacturer (OEM), DRS Surveillance Support Systems. The OEM has elected to retain exclusive rights on the WSR-88D pedestal design. The OEM has unique knowledge of the antenna pedestal design that has not been made available to the Government. DRS Surveillance Support Systems services are required in order to extend the service life of the antenna pedestal and improve maintenance practices in the field. Specific features not available from any other source are: DRS Surveillance Support Systems is the only source that maintains possession of the complete WSR-88D antenna pedestal Technical Data Package; DRS Surveillance Support Systems is the only source with exclusive rights to the WSR-88D pedestal design; DRS Surveillance Support Systems is the only source that can provide WSR-88D antenna pedestal specifications and drawings to prospective vendors; DRS Surveillance Support Systems is the only source that has documented WSR-88D antenna pedestal maintenance procedures required by the Government. The proposed contract is for a one-year base period and four one-year option periods. The NAICS Code is 541330, $4.0 million. This notice may represent the only official notice of a solicitation.
