This is a reposting of IFB # C22-31993. (C22-31993A has been revised.) SCOPE OF WORK The Contractor will provide translation services for Department of Rehabilitation (DOR) on an as needed basis. Translations will be from written materials, to include, but not limited to, publications, forms, letters, fact sheets, reports, and brochures. The Contractor will translate written materials provided by the DOR Contract Administrator from English into the following languages: this includes but is not limited to Armenian, Spanish, and Tagalog. 1) Requests of Translations ¿ The DOR Contract Administrator will send the information to be translated in either electronic or in hard copy format. This may include Screen Shots (hard copies) of mainframe documents that will need to be reformatted in MS Word and PDF. ¿ The Contractor will be required to submit the first draft of any translation request for documents less than 25 pages, within 15 working days of receipt. For requests of 25 pages or more, the translation document is due within 20 working days of receipt. (Working days are defined as Monday through Friday, exclusive of State holidays. For a listing of State holidays, go only at http://www.dpa.ca.gov/general/holsched.htm. ¿ The Contractor must notify the DOR Contract Administrator in writing of any anticipated delays in submitting the translated document prior to the expected completion date. ¿ The Contractor will submit an email) of each document translated, in both MS Word and PDF format, to the DOR Contract Administrator in accordance with the timelines listed above. ¿ Each file will be emailed with an English title corresponding to the English document title and language, keeping the original title of the document intact (example: Spanish 215.pdf or Spanish Appointment Letter.pdf). For those document titles containing a DR # (example: DR209), please identify with the language and the DR # only (example: Spanish 209). ¿ The contractor will make all changes if any requested by the DOR Contract Administrator, or designee, and return the corrected translated document in the format required by the DOR Contract Administration within 10 working days of receipt. ¿ The contractor will submit the final copy of the translated document in either electronic format (MS Word and PDF) or hard copy, as requested by the contract administrator. 2) Type of Service ¿ Contractor will translate written materials provided by the DOR Contract Administrator from English into one or more of the following three languages: this includes but is not limited Armenian, Spanish, and Tagalog. Although the majority of requests will be in this format, there may be instances where the Contractor is 21 requested to translate documents from one or more of the three languages listed above into English. ¿ All estimates of costs will be based on cost per-English word. Documents will be formatted to replicate the original documents. Requested revisions by DOR are not to be billed. ¿ When requested by the Contract Administrator, the Contractor will translate documents and format the document to include the original English text and Non-English language on the same document. ¿ Contractor will ensure document titles and revision dates appear on each document (in English). ¿ Contractor must be proficient in translating written text from English into the languages listed above. The translated materials must convey the same meaning as the English version. Changes requested by the DOR Contract Administrator are at the discretion of DOR. Due to the sensitive nature of the services provided by DOR, changes could consist of preference of word choice. If changes are required, suggested replacement words or phrases may be provided to the Contractor. ¿ The Contractor will ensure that the language translation is clearly understandable to a DOR consumer, appropriate in grammar, word choice and conceptually accurate. ¿ Incoming documents from DOR clients in non-English languages may need translation within Five (5) business days. The Department will pay at a rate of one and half (1-1/2) times the contracted per-English word cost for documents needing expedited service. These requests will be pre-approved and put in writing by the Contract Administrator to the Contractor with explicit deadlines. ¿ Each file will be emailed with an English title corresponding to the English document title and language, keeping the original title of the document intact (example: SpanishDR215.pdf or Spanish Appointment Letter.pdf). For those document titles containing a DR # (example: DR209), please identify with the language and the DR# only (example: SpanishDR209). ¿ Requests for translations will be made by the DOR Contract Administrator via email or other written correspondence with an expected date of completion by the Contractor. The Contractor must notify the DOR Contract Administrator in writing of any anticipated delays in submitting the translated document, prior to the expected completion date. ¿ Invoices will be submitted for each language, with a listing of the documents and English word count. Any discrepancies in word counts and value will be communicated to the Contractor by the DOR Contract Administrator. 3. Certification ¿ Contractors must provide certification that the translators working on this contract have passed an evaluation of their translation skills. 22 ¿ All translators who perform services under this contract must have a current proficiency certificate on file with the DOR Contract Administrator throughout the duration of the contract.
